Dr Tobias Winkler
Position: Manager
Dr Winkler is a Manager in ENVIRON's Munich, Germany, office with more than 10 years of experience in product liability, product safety and product recall as well as environmental liability.
Dr Winkler has provided risk management and claims management services within various industrials sectors, particularly automotive, engineering, electronic components, medical devices, chemicals, pharmaceuticals, and petrochemical.
Dr Winkler was coordinator of 20 risk engineers within the Gerling Group. In this function he implemented five topic related experts groups (RM Process Management, Automotive and Suppliers, Chemical Industry, Pharmaceutical Industry and Medical Devices, Food and Drink). To support the knowledge management he implemented and maintained an intranet based knowledge base containing technical and scientific information. He established standardized procedures, tools, and criteria for the assessment of liability risks. To support the assessment of liability risks he developed an application-software and conducted the role-out and training within the expert groups.
Previously Dr. Winkler worked as a quality management representative (substitute) and internal auditor at the central laboratory for testing and measurement engineering of DITF Denkendorf and ITVP-GmbH, a company of DITF Denkendorf dedicated to the production of medical devices. In this function he was responsible for the development, documentation and realization of the certified quality management system.
Selected project experience includes:
- Analysis of critical points and improvement of product design, product labelling, instructions, warnings, and advertising messages of respiratory masks marketed on the US market, Client: leading producer of medical devices and safety equipment
- Analysis of the quality and risk management system (including the business processes, procedures and technologies) concluding with an evaluation of the risk of product liability and product recall with regard to exposition and insurability of a multi-national company of the automotive and engine industry
- Evaluation of product risks (cost of claim, occurrence probability) of the German companies of a leading producer of passive components and modules, assessment of insurability
- On behalf of TÜV Management Service GmbH, one of the leading certification bodies, he conducted certification audits as quality management auditor assigned by TÜV Cert.
